The Uniformed and Overseas Citizen Absentee Voting Act (UOCAVA), 42 USC 1973ff, requires the Presidential designee (SECDEF) to prescribe an official post card form, containing both an absentee voter registration application and an absentee ballot application, for use by the States to permit absent uniformed services voters and overseas voters to participate in general, special, primary and runoff elections for Federal office. The authority for the States to collect personal information comes from UOCAVA.
Since the inception of this form in 1956, the form has not required OMB review under the Paperwork Reduction Act. Therefore, this existing collection of information, by State and local governments (not the Federal government) has been without an OMB Control Number and without identifying an annualized cost to the respondents.
