Abstract: The affected entities are subject to the General Provisions of the NSPS at 40 CFR part 60, subpart A, and any changes, or additions to the Provisions specified at 40 CFR part 60, subpart RR. Owners or operators of the affected facilities must submit initial notification, performance tests, and periodic reports and results. Owners or operators are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. Reports, at a minimum, are required semiannually.

Short Statement: There is an adjustment increase in the total estimated burden as currently identified in the OMB Inventory of Approved Burdens. This increase is not due to any program changes. The adjustment increase in burden from the most recently approved ICR is due to an increase in the number of sources and an increase in labor rates. The increase in the number of sources subject to the standards also results in an increase in the total operation and maintenance (O&M) costs as calculated in section 6(b)(iii) since the previous ICR. However, there is an adjustment decrease in the total Agency burden costs. The reason for the change in Agency burden is related to a mathematical error in the calculations, which led to double counting of Agency costs in the previous ICR.
