The Commission's Order on Reconsideration adopted several information collection burdens. First, the order allows wireless carriers to file certifications with the Commission tolling the six-month E911 implementation period in cases where a requesting Public Safety Answering Point (PSAP) is not ready to receive and use E911 information. Next, the order requires that a carrier wishing to file a certification notify the affected PSAP about its proposed filing and provide the PSAP with an opportunity to file a response to a carrier's characterization of its readiness. Lastly, carriers are required to include any response they receive from the PSAP in their certification filing to the Commission. The Order clarified that nothing in the Commission's rules prevented wireless carriers and PSAPs from mutually agreeing to an E911 deployment schedule at variance with the scheduled contained in our rules. Carriers and PSAPs may choose to participate in the certification and private negotiation process. The Commission does not require participation.
