Title 10 of the Code of Federal Regulations (10 CFR) Part 30 establishes requirements that are applicable to all persons in the United States governing domestic licensing of radioactive byproduct material. The application, reporting and recordkeeping requirements are necessary to permit the NRC to make a determination whether the possession, use, and transfer of byproduct material is in conformance with the Commission's regulations for protection of the public health and safety.
The overall burden has decreased by 16,855 hours from 319,552 hours to 302,697 hours.
Based on NRC's estimates, the total number of licensees has decreased by 745 from 22,836 to 22,091. There was a reduction in the number of NRC licensees, which decreased from 3,869 to 2,959, in part as a result of Virginia and New Jersey becoming Agreement States. Some decrease may also be due to NRC licensees terminating their licenses.
The ratio used to estimate Agreement State respondents changed from 4.8 to 6.5 and the estimated number of Agreement State licensees increased from 18,571 to 19,132. The ratio changed because the difference in the number of NRC licensees versus Agreement States licensees has increased (Virginia and New Jersey became Agreement States).
The overall decrease in the number of licensees is tied to a corresponding decrease in the number of expected responses for various sections, resulting in an overall decrease in the burden hour estimate.
There was a change in the overall cost because the hourly rate increased from $238 to $273.
