22-5490 Justification for Non-Substantive Change

Non-Substantive Change to VA Form 22-5490

VA is requesting a non-substantive revision to VA Form 22-5490 due to the enactment of Public Law 111-377, Post-9/11 Veterans Educational Assistance Improvement Act of 2010. VA does not anticipate an increase in burden due to the revision.

VA Form 22-5490 is being revised to allow individuals to select their benefit program separately from their type of education or training. Specifically, the subsections under section part III will be redesignated to permit the selection of the benefit program in one subsection and the selection of the type of education and training in the other section. Additionally, flight training will be added to the subsection for type of education and training. The instruction page of this form will be revised to reflect the changes.
