Abstract: Eligible Telecommunications carriers are permitted to receive universal service support reimbursement for offering certain services to qualifying low-income customers. The Commission issued an order (FCC 11-97) that adopts a final rule (Duplicate Payments Order), rel. June 21, 2011 clarifying that qualifying low-income consumers may receive no more than a single Lifeline benefit. We also require eligible telecommunications carriers upon notification from the Universal Service Administrative Company (USAC) to de-enroll subscribers that are receiving multiple benefits in violation of that rule. The Commission issued a Public Notice (DA 11-1593) seeking comments on a proposal for dispersing Universal Service Fund low income support to ETCs based on claims for reimbursement of actual support payments made, instead of projected claims for support.
