The issuer survey (FR 3063a) would collect data from issuers of government-administered, general-use prepaid cards including card program information, the number of government-administered prepaid cards outstanding, funding, ATM transactions, purchase transactions, interchange fees, fees paid by issuers, revenues from cardholder fees, and fees assessed to cardholders. The issuer survey (FR 3063a) would be mandatory. The government survey (FR 3063b) would collect data from state governments, the District of Columbia, and U.S. territories (collectively "state governments") that administer general-use prepaid card payment programs including program information, the number of cards outstanding, and funding. The government survey (FR 3063b) would be voluntary.
