HUD is approved this collection with the following terms of clearance:
1) HUD is cleared for the web survey of AIANs and Native Hawaiians. The resulting data will serve as a field test and outreach activity. Information from that survey (such as lack of variation in responses to particular questions, item nonresponse) will inform subsequent collections in this research program (see #4 below).
2) HUD is cleared to continue its formal governmental level consultations and the separate IRB process in those areas where this is a requirement.
3) HUD is cleared to continue tribal list acquisition and sample frame building for the household survey and the sample-based TDHE survey.
4) HUD is cleared for the qualitative information collections proposed; non-substantive change to theses proposed instruments as a result of the web survey and outreach activities with stakeholders (see #1 and 2, above) is anticipated.
5) HUD is cleared to conduct a pilot study in 5-8 of the tribal areas for which postal lists are not available. An evaluation will be made of the tribal membership list coverage of AIAN population and the feasibility of using the tribal membership lists for sampling given tribal rules as to how the lists need to be handled. This pilot will also include telephone/email inquiries as described in the supporting statement to assist in understanding the availability of tribal and USPS lists, and geospatial mapping for sampling purposes.
6) HUD will transmit to OMB [a] a description of the web survey results and how they will inform the other planned information collections; [b] a description of the IRB approval status; and [c] results of the pilot to evaluate the household sampling frame coverage and associated plan for the main study. The plan will include a statement of the expected overall coverage, and a description of decision rules (e.g., choose alternative sites) if unexpected problems in implementation are encountered. [d] Revisions to instruments based on the web-survey results and IRB/stakeholder feedback would be also be submitted. [e] HUD may use the notice published 5/5/2011 as the 60-day solicitation notice.
7) OMB will review HUD's sampling frame and evaluation for consistency with our Standards and Guidelines for Statistical Surveys (particularly section 2.1): http://www.whitehouse.gov/sites/default/files/omb/assets/omb/inforeg/statpolicy/standards_stat_surveys.pdf.
8) Actual household survey information collection does not begin until OIRA clearance.

Congressionally-mandated housing needs assessment that will produce national-level estimates of housing needs in U.S. tribal areas using a household survey ad surveys of tribal housing offices and designated housing entities. The goas of the study are to provide clear, credible, and consistent information describing the needs of the Native American, Alaska Native, and Native Hawaiian populations with respect to both their housing conditions and socio-economic situations.
