Abstract: Title I of the the Affordable Care Act expands access to health insurance through the establishment of the new American Health Benefit Exchanges (Exchanges). The proposed reporting requirements and data collection addresses Federal requirements that States must meet with respect to the establishment and operation of an Exchange; minimum requirements that health insurance issuers must meet with respect to participation in a State or Federal Exchange; and requirements that employers must meet with respect to their participation in Small Business Health Options Program (SHOP) Exchanges and compliance with other provisions of the Affordable Care Act.
