Abstract: 47 C.F.R. Section 64.901 requires carriers to separate their regulated costs from nonregulated costs using the attributable cost method of cost allocation, per the principles described in Section 64.901. 47 C.F.R. Section 64.903(a) requires LECs with annual operating revenues equal to or above the indexed revenue threshold as defined in 47 C.F.R. 32.9000 to file a cost allocation manual (CAM) containing the information specified in Section 64.903(a)(1)-(6). 47 C.F.R. Section 64.903(b) requires that carriers update their CAMs at least annually, except changes to the cost apportionment table and the description of time reporting procedures must be filed at time of implementation. The decrease is due to an Order , FCC 08-12, which granted numerous carriers forbearance from rule compliance.

Short Statement: The Commission has program changes to this collection which are due to the order (FCC 08-120) granting numerous carriers forbearance from compliance to the relevant rules. Therefore, there are fewer respondents affected by the requirements of these rule sections. The program changes/decreases are as follows: (a) Specifically, the hour burden is decreased from 2,400 hours to 400 burden hours (program change of 2,000 hours). (b) The number of respondents is decreased from 6 to 1 (program change of 5). (c) The number of responses is decreased from 12 to 2 (program change of 10).
