Reinstatement with change of a previously approved collection
This emergency ICR is approved for six months. When preparing to re-submit this collection for review under the regular PRA process, CMS shall consider and request public comment on the following aspects of the collection: (1) Appropriate methods for protecting confidential business information; (2) The overall utility and burden associated with the collection of data elements that are not displayed on the website; and (3) Possible methods for reducing administrative burden associated with the collection. Upon resubmission of the ICR, CMS shall report in the supporting statement any changes made to address these issues, either in response to commenters' suggestions or as a result of internal deliberation.

In accordance with Sections 1103 and 10102 of The Patient Protection and Affordability Care Act, P.L. 111-148 (PPACA) the U.S. Department of Health and Human Services (DHHS) is tasked with developing and implementing an Internet website portal to assist consumers with identifying affordable and comprehensive health insurance coverage options that are available in their State.
We are requesting approval to implement this information portal for the collection of information to assist consumers in making educated decisions on their health care options. This is an emergency request for a six month period until additional details are determined and a more comprehensive system is developed.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
