The Department of Education is requesting a new application for grants under the Educational Opportunity Centers (EOC) Program. The Department is requesting a new application because of the implementation of the Higher Education Opportunity Act (HEOA) revisions to the Higher Education Act (HEA), the authorizing statute for the program. Beginning next year, all new and continuing grantees will submit performance data consistent with the changes made by the HEOA. This application will be used to award new grants and collect data under the EOC program. The EOC Program provides grants to institutions of higher education, public and private agencies and organizations, community-based organization with experience in serving disadvantaged youth, combinations of such institutions, agencies and organizations, and secondary schools. The EOC Program provides grants to projects designed to provide information regarding financial and academic assistance available to individuals who desire to pursue a program of postsecondary education; provide assistance to individuals in applying for admission to institutions that offer programs of postsecondary education, including assistance in preparing necessary applications for use by admissions and financial aid officers, and provide information regarding financial and economic literacy to participants.

Twenty hours of this burden is due to a legislative change in Section 402A(c)(8)(C) of the HEA, as amended by the HEOA, which added requirements for a formal second review process for unsuccessful applicants. Since this collection is technically new, all 10,020 hours of burden are considered new burden and represent a program change.
