Abstract: The Secretary of the Department of Health and Human Services directed the Centers for Medicare & Medicaid Services to develop a new demonstration initiative using Medicare waiver authority to reward the delivery of high-quality care supported by the adoption and use of electronic health records (EHRs). This continues to be a critical priority under the current administration. The goal of this demonstration is to foster the implementation and adoption of EHRs and health information technology (HIT) more broadly as effective vehicles to improve the quality of care provided and transform the way medicine is practiced and delivered. Adoption of HIT has the potential to provide significant savings to the Medicare program and improve the quality of care rendered to Medicare beneficiaries.The EHR Demonstration system will enable practices to update critical demonstration information on line in a secure, web-enabled environment, thereby facilitating timely and more accurate updates and processing of information. Thus, the EHR Demonstration system (EHRDS) does not reflect a request for new or additional data beyond what practices are already providing to CMS and its contractors. Rather it represents an effort to streamline and improve what has been a more 'ad hoc' process for providing the same information.

Short Statement: By implementing a secure web based system for updating demonstration practice information, we are streamlining a process which currently requires practices to provide written notification to CMS staff and/or contractors who then must update a PC based system. The current process can be cumbersome and, because of the lack of automated validation, has the potential for errors and inconsistent information. As a result we also often do not get timely updates from practices. Web enabling this process will make it easier for practices to provide timely and accurate updates to information that is critical to CMS in implementing the demonstration. As a result, this system will contribute towards more complete and accurate reporting by and payments to the practices. This system will also provide a platform for developing future tools to manage applications and provider / practice information updates for future demonstrations and programs.
