Abstract: This is a new permit collection for halibut charter vessel operators in the Gulf of Alaska (GOA). Halibut guide business operators would be required to hold a charter halibut vessel permit for each vessel they use to provide clients with halibut fishing trips. The permits are issued based on historic halibut charter fishery participation and endorsed for the area in which they may fish and the maximum number of clients they may carry. There would be transferable and nontransferable permits, based on historic participation. The majority of permits would be transferable to persons meeting United States ownership requirements that are under a maximum permit use cap. Eligible GOA communities, through a Community Quota Entity representing their community, could apply for a limited number of permits. This request is to require those who are applying to transfer a single bundle of more than five charter halibut permits to submit a copy of a business sale contract, when applicable, with the transfer application.
