Prior to the commencement of the 2010 Report of Building or Zoning Permits Issued for New Privately-Owned Housing Units forms distribution, the Census Bureau shall provide on its Internet site prominent links to a set of finalized survey forms, including instructions and cover letters, comparable to those provided for the 2007 Economic Census report forms. The final forms and letters shall reflect any changes in the survey year, OMB number expiration date, and Census leadership from those submitted for review.

Data collected from state and local officials on new residential construction authorized by building permits provide one of the few monthly measures of economic activity available for small geographic areas. The series, a component of the index of leading economic indicators, is also used to estimate the number of housing units started, completed, and sold, if single-family.
There is a decrease in burden of 29 hours (0.165%) mostly due to the mergers of a few local building permit jurisdictions since the calculation of the previous burden hour estimates.
