Abstract: Information allows HUD to contract with organizations that provide tenant and homeowner counseling. Counseling aids tenants and homeowners in improving their housing conditions and in meeting the responsibilities of tenancy and homeownership. HUD-approved agencies can compete for program funds.

Short Statement: The increase in respondents, responses and burden hours is due to an increase in the number of new HUD approved housing counseling agencies and new NOFA applicants. One HUD form name was changed to better serve the respondents completing the form. This is not a change to the program but a formatting edit. The HUD form is 9908.
