Terms of Clearance: OMB appreciates that ACF has appropriately characterized this collection as simply a “pre-“ and “post-“ survey, with no comparison group and without any direct assessment of skills obtained. In addition, OMB appreciates the discussion of limitations associated with changing survey modes between the pre- and post- measures, as well as the challenges of obtaining a sufficiently high response rate to the post- survey. We expect ACF and its contractors to fully explain the limits of its approach in any reports or publications resulting from this survey.

Abstract: The proposed information collection will be conducted for national cross-site evaluation purposes. All IAATP grantees are required, as a condition of receiving funding, to participate in a national cross-site evaluation. National evaluation activities are designed to assess objectively the knowledge and skills gained, retained and applied by trainees as a result of ther participation in the Infant Adoption Awareness Training Program.
