Abstract: Fishermen in Federally-managed fisheries in the western Pacific region are required to maintain valid fishing permits on board their vessels at all times. Permits are renewed annually and are needed to identify participants in the fisheries. Permits also are important to help measure impacts of management controls on the participants in the fisheries of the U.S. exclusive economic zone (EEZ) in the western Pacific. The check boxes for applying for lobster permits on the Western Pacific (WP) Federal Fisheries Permit application form under OMB Control No. 0648-0490 were removed because the recently approved Western Pacific Crustacean Permit application form under OMB Control No. 0648-0586 replaces the 0648-0490 form for those fisheries. No new fields for collection were added to the WP Federal Fisheries Permit application form. Explanatory text was added to this form, directing applicants to the appropriate forms for Western Pacific Crustacean or Northern Mariana Islands Bottomfish permits (OMB Control No. 0648-0584). There is no burden change to OMB Control No. 0648-0490. Changes to the permit application forms include requirements for TIN/SSN and date of birth/date of incorporation.

Short Statement: This is a renewal of a currently approved collection OMB Control No.: 0648-0490. There are changes to respondents (an additional 44 vessels), and to burden and cost, primarily relating to the renewal of three-year American Samoa longline limited entry permits that expire in 2008 (an additional 30 renewals expected) and including updated estimates for all permit applications (as shown in Table 1, increases expected for three other types of permits, and a decrease for one), with a net increase of 54 responses. Processing fee amounts were also revised (decreased), so that while there will be additional responses, each with its associated cost as described in #13, there is an overall net decrease of $1,364.
