Abstract: Owner/Tenant infomation ensuring compliance with eligibility requirements and rent procedures for subsidized Multifamily Housing Programs, applicant priority, tenant income and rent determinations. The information is compiled for an annual report to Congress.

Emergency Justfication: An OMB emergency review is being requested to ensure TRACS Release 202C for Race/Ethnicity, the President Management Agenda Program Initiative Ten (10), 2502-0182 and 2502-0204 enhancements is implemented August 2008. The emergency action is necessary because the task order responsible for developing and implementing TRACS Release 202C expires at the end of fiscal year 2008. The TRACS implementation can’t occur as scheduled without OMB approved forms relative to 2502-0182 and 2502-0204. A delay in TRACS implementation will result in a need for additional funding and task order extension.

Short Statement: (1) There will be a two minute reduction in collections for the HUD-50059 Full Certification [(613,827 transactions x 2 minutes)/60 minutes = 20,461 hours]. The adjustment is due to the discontinued collection of Region Code, Field Office Code, Conversion Date Code, Continuous Section 8 Indicator, HCDA Percentage, Percentage Actually Charged and Age 62 at Conversion Indicator. (2) A 48 minute reduction in collections will be realized through use of the HUD-50059-A Partial Certification [(689,112 transactions x 48 minutes)/60 minutes = 551,291 hours]. Information collected for Owner’s Certification of Compliance with HUD’s Tenant Eligibility and Rent Procedures – Partial Certification (HUD-50059-A) separates and collects information only pertinent to Partial Certifications (i.e. Gross Rent Changes, Unit Transfers, Terminations and Move Outs); thus, eliminating the collection and reporting of Full Certification information unnecessarily.
