Due to significant changes and increased burden from the proposed revisions, FCC should be flexible with and assist respondents who may have difficulty in submitting information in the new format.
Additionally this collection is approved for 1 year on a pilot basis. Prior to renewal of this collection FCC should re-evaluate the reporting requirements and reporting methods to determine the true burden and cost of the collection to respondents, especially small entities, and make revisions where necessary to minimize the reporting burden while maximizing the practical utility of the information collection. A determination of the results of this will be evaluated during the next OMB review where FCC can then seek a 3 year approval

FCC Form 477 seeks to gather information on the development of local competition and deployment of broadband service also known as advanced telecommunications services. The data are necessary to evaluate the status of developing competition in local exchange telecommunications markets and to evaluate the status of broadband deployment. The information is used by Commission staff to advise the Commission about the efficacy of Commission rules and policies adopted to implement the Telecommunications Act of 1996.

The Commission estimates that there will be an additional 420 respondents affected in this submission that are interconnected VoIP service providers; and the Commission changed the burden calculation of 46 hours per response in June 2008 to 337 hours per response (or 72 hours average estimated burden per report) due to changing regulations with this submission to the OMB.
The Commission adopted and released final rules which requires all broadband providers to report the number of broadband connections in service in individual Census Tracts The R&O adopts 3 additional changes to the FCC Form 477 (see page one of the supporting statement).
