Abstract: The Federal Communications Commission (Commission) released an Order (FCC 07-107) that adopted a rule (47 CFR 12.3) requiring certain local exchange carriers (LECs), commercial mobile radio service (CMRS) providers, and interconnected Voice over Internet Protocol (VoIP) service providers to analyze their 911 and E911 networks and/or systems and report to the Commission on the redundancy, resiliency and reliability of those networks and/or systems. This will serve the public interest and help fulfill the Commission’s statutory obligation to make wire and radio communications services available to all people in the United States for the purpose of the national defense and promoting safety of life and property. See 47 U.S.C. 151. It is critical that Americans have access to a resilient and reliable 911 system irrespective of the technology used to provide the service; these analyses and reports will further this goal.
