In response to Executive Order 12862 issued on September 11, 1993, a call for a customer-driven government, the Clearinghouses' Evaluation plan was designed to better understand the kind and quality of services Clearinghouse customers want and their level of satisfaction with existing services. Through web, phone, email, and print surveys, the Clearinghouses# intended to improve the quality of their products and services, in turn allowing limited resources to be targeted to improving those components that have the most impact on customer satisfaction.
