In the Telecommunications Act of 1996, Congress directed the Commission to implement a new set of universal service support mechanisms that are explicitly and sufficient to advance the universal service principles enumerated in 47 USC Section 254 and other such principles as the Commission believes are necessary and appropriate for the protection of the public interest, convenience and necessity, and are consistent with the 1996 Act. Parts 36 and 54 promulgate the rules and requirements to preserve and advance universal service; the collections are necessary to implement Sec. 254.

This information collection has been revised to add recordkeeping requirements imposed as a result of the 2007 Comprehensive Review of the Universal Service Fund Management, Administration and Oversight, WC Docket Nos. 05-195, 02-60, 03-109 and CC Docket Nos. 96-45, 02-6, 97-21, FCC 07-150 (OMB Control Number 3060-1112). In addition, the burden estimates have been re-analyzed and revised as a result, which resulted in both program changes and adjustments. The program changes and adjustments are due to the following:
(a) a revision in the number of respondents and burden hours per response;
