Abstract: Amendment 13 to the Atlantic Sea Scallop Fishery Management Plan (Scallop FMP) implemented an industry funded observer program. This program implemented reporting requirements for both observer providers as well as the scallop fishing industry.  Framework 19 proposes to further refine this program by including additional reporting requirements for observer service providers.
