The Centers for Disease Control and Prevention (CDC), Division of HIV/AIDS Prevention (DHAP), requests OMB approval for a new focus group (FG) study to support CDC's efforts to develop new evidence-based guidelines for HIV counseling, testing, and referral (CTR) in non-health care settings. The purpose of this study is to explore consumer opinions about HIV CTR services in non-health care settings to understand how to improve efficacy, acceptability, availability, and accessibility. This project supports CDC's Health Protection Goal of Healthy People in Every Stage of Life. It addresses the Healthy People 2010 Focus Area-13 (HIV) Objective 15 (extend the interval of time between an initial diagnosis of HIV infection and AIDS diagnosis in order to increase years of life of an individual infected with HIV). It also corresponds to the DHAP Strategic Plan Goal #2, which states that by 2010, the proportion of HIV-infected people in the United States who know they are infected with HIV will be increased through voluntary counseling and testing. Historically, HIV prevention efforts have targeted people at risk for HIV infection with the goal of keeping those who are HIV negative from becoming infected.
