Abstract: On November 18, 2003, the Commission released a Second Report and Order, "Amendment of Part 2 and 25 to Implement the Global Mobile Personal Communmications by Satellite (GMPCS) Memorandum of Understanding and Arrangements," IB Docket No. 99-67, FCC 03-283. The Commission adopted a rule that will require interested parties to obtain equipment authorization pursuant to the certification procedure in Part 2 of the Commission's rules.
