Response rate is maximized by making 8 attempts per household. The telephone interviews are conducted
using a computer assisted telephone interviewing ( CATI ) system which controls call-backs to noncontacted households and ensures that each sample phone number receives up to 8 attempts to be
contacted. We weight the data for deal with the non-responses.
