Justification for Change to 0648-0491

JUSTIFICATION FOR CHANGE TO OMB CONTROL NO. 0648-0491
This change reflects the merging of 0648-0541, Atlantic Sea Scallops Framework 18
Data Collection, into 0648-0491, Atlantic Sea Scallops Amendment 10 Data Collection.
0648-0541 was submitted for review in association with RIN 0648-AT25, Fisheries of
the Northeastern United States; Atlantic Sea Scallop Fishery; Framework Adjustment 18,
during the time that renewal request for 0648-0491 was under review. If not for this time
conflict, the Framework 18 Data Collection would have been added as a revision to 06480491. Therefore, when the request for the new collection was submitted, the plan was to
merge it with 0648-0491 after its approval.
