Abstract: This new survey of state Medicaid agencies, SHIPs, and SPAPS is needed by CMS to identify best practices for the successful enrollment of all types of low-income Medicare beneficiaries into a low-income subsidy and the Part D prescription drug benefit program, as requested by Congress. This evaluation will assist in identifying these practices, the factors that make them effective, and whether and how they can be disseminated, as well as providing valuable information that CMS can use in designing its outreach and communication campaigns in subsequent open enrollment periods.
