Abstract: This rule applise to existing facilities and new facilities that are major sources of hazaradous air pollutants (HAP) and that process, upgrade, or store (1) hyrocarbon liquids (with the exception of those facilities that exclusively handle black oil) to the point of custody transfer and (2) natural gas from the wel well up to and including the natural gas processing plant. Specifically exempted from this regulation are oil and natural ga gas production wells.
