Terms of Clearance: The FCC should provide clearer instructions to carriers, in the area of "speed of broadband service", and provide information on the form that includes discussion of ranges and/or estimates for this area of the information collection. The FCC should also develop an abbreviated reporting format for small carriers (including a definition of "small carriers"), with the form tailored to the questions that pertain tothose carriers; and/or work with industry to develop instructions for small carrier compliance.

Abstract: FCC Form 477 seeks to gather information on the development of local competition and deployment of broadband service also known as advanced telecommunications services. The data are necessary to evaluate the status of developing competition in local exchange telecommunications markets and to evaluate the status of broadband deployment. The informaton is used by Commission staff to advise the Commission about the efficacy of Commission rules and policies adopted to implement the Telecommunications Act of 1996.
