On October 9, 2003, the FCC released the 2nd Report and Order and 2nd FNPRM that set technical and other criteria that manufactureres must meet to label or market unidirectional digital cable TV and other unidirectional digital cable products as "digital cable ready," i.e., testing and self- certification standards, recordkeeping certification requirements, and consumer information disclosures in certain post-sale materials.
