Abstract: On August 1, 2003, the FCC adopted and Declaratory Ruling finding that captioned telephone VCO service is a type of TRS and that eligible providers of such services are eligible to recover their cost in accordance with section 225 of the Communications Act under the conditions that providers file annual reports, for a period of three years, with the Commission detailing their compliance with the Declaratory Ruling and any technological advances that may enable captioned telephone service providers to meet the waived standards.
