Abstract: On March 4, 2003, the FCC adopted an Order on Reconsideration to require Internet Protocol (IP) Relay Providers to submit a report to the FCC annually detailing the technical developments that hav occurred to enable IP Relay Providers to meet the TRS mandatory minimum standards waived in the Order on Reconsideration.
