Abstract: EPA tests-in-use motor vehicle to see if they comply with emission standards. If a class or category of such vehicles fails to comply, the manufacturer must recall them and take corrective action. To conduct such testing EPA must procure vehicles from their owners/lessees. As part of the procurement process, EPA must ask the owner/lessee a limited number of questions to see if the particular vehicle meets selection criteria and is suitable for testing.
