Abstract: Section 336 of the Telecommunications Act of 1996 required the FCC to establish a program to assess and collect a fee for ancillary or supplementary services provided by a DTV commercial licensee. On October 11, 2001, the FCC adopted a Report and Order in MM Docket No. 98-203, which extended this requirement to noncommercial educational (NEC) television licenses. Licenees use FCC Form 317 to report whether they provided ancillary or supplementary services, which services were provided the services provided that are subject to a fee, gross revenues received from all feeable ancillary and supplementary....
