Abstract: The FCC Form 396-A is filed in conjuction with applications for construction permits and assignments and transfers of broadcast station licenses. It is designed to assist the applicant in establishing an effective EEO program for its station. The data are used by FCC staff to determine that stations will provide broad and inclusive outreach measures to ensure equal employment opportunity to all qualified persons without regard to race, color, religion, sex, or national origin.
