Terms of Clearance: This collection is approved through October 2003. OMB understands that the collection does not currently provide for respondents to use electronic means of reporting. Under the terms of the Government Paperwork Elimination Act, EPA should review this collection and adopt such means of reporting, to the extent practicable, by October 2003. Thus, before resubmitting this collection to OMB for approval, EPA should ensure that, to the extent practicable, the collection has been revised to include electronic means of reporting. OMB also notes that the supporting statement for this ICR does not clearly explain why the burden estimate was reduced. EPA should, as soon as practicable, submit to OMB an accounting of the change in burden. EPA should also examine whether there are non-labor costs associated with this collection, and if needed, submit a form 83-C to request any needed change in this estimate.

Abstract: These standards apply to fugitive emissions from equipment sources operating in volatile hazardous air pollutant (VHAP) service (containing of contacting fluids with at least 10% VHAP by weight): Affected facilities are those which own and/or operates pumps, compressors, pressure relief devices, sampling connection systems, open-ended valves or lines, valves flanges and other connectors, product accumulator vessels, and control devices or systems in VHAP service.
