Terms of Clearance: This information collection request is approved consistent with the following terms of clearance: (1) As agreed by ACF, surveys will be administered over 3 years rather than 4, (2) ACF will undertake an analysis that will match both participant and non- participant samples by metropolitan statistical areas for major comparisons to see if this alters findings (3) ACF will conduct an analysis to determine the sensitivity of study results to various proxy variables. This will be used to better refine a proxy variable that indicates the type of asset accumulating behavior encouraged by the AFIA program (such as the presence of a savings account) (5) ACF will not attempt to draw any conclusions regarding possible cohort effects due to concerns about sample size and selection, (6) ACF agrees to provide at least $10 of its incentive payments up-front, and (7) ACF will take all necessary steps to ensure adequate response rates, including a minimum of 25 follow-up attempts, trained experts in location & refusal conversion, and will attempt to contact all potential respondents at each data collection point, regardless of whether they responded during the prior attempt.
