As a result, consumers are experiencing difficulty in understanding their bills, in detecting fraud, in resolving billing disputes, and in comparing carrier rates to get the best value for themselves. The information will be used by consumers to help them understand their telephone bills. Consumers need this informaiton to protect themselves against fraud and to help them resolve billing disputes if they wish.
