Abstract: The Tier 2 final rule will make minor amendments to the existing motor vehichle certification requirements to reflect the interim and Tier 2 NOx fleet-average standards and emissions credits provisions. Product and vehicle test information supplied by motor vehicle certifiers is used to verify that testing requirements have been satisfied and to determine that emission standards have been met. Information on the generation, use, balance, and transfer of emission credits issued to verify that emission credits transactions are valid.
