New collection (Request for a new OMB Control Number)
As soon as they are available, EPA shall submit to OMB final drafts (including the OMB control number and expiration date) of the forms used in the NOx Emissions Trading Program. The submission shall also include the cover letter and/or Web Page containing the burden statement. These items must be received by OMB before the Agency collects the information requested on the forms.

Statewide ozone season NOx emissions budgets, based on the recommendation of the Ozone Transport Assessment Group (OTAG), are required for 21 States and the District of Columbia. Starting in 2003, these States are required to electronically report data to EPA to demonstrate progress toward achieving their budgets, which must be met by 2007. States must report data annually for those point, area, and mobile sources for which they adopt control measures to meet their NOx budgets. Every 3 years, starting with the year 2002, as well as 2007, States are requiried to report a Statewide inventory of all controlled
