Terms of Clearance: Approved, consistent with and as amended by ED's memos to OMB of 8/17 and 8/21/00 and with ED's additional instrument changes of 8/17. In addition, this evaluation is approved on the condition, as agreed to by ED, that the comparison groups will not be aggregated and that seperate analyses will be conducted. Also, ED must brief OMB on the results of the interim report, including the analysis of the two comparison groups, before proceeding to the second followup.

Abstract: The program evaluation uses an experimental design for elementary school students applying to 21st Century centers and a comparison design for middle school students participating in 21st Centur Centers. Over a 2-year period, the evaluation will include questionnaires of students, parents, and teachers; a reading test; and school and center records.
