Terms of Clearance: Approval is granted for a one-time data collection of the PACE survey. Prior to any additional collection, Census Bureau has agreed to the following: (1) a response analysis will be conducted and its results provided to OMB (a separate ICR for the response analysis data collection must be submitted to OMB); (2) subject to Census Bureau confidentiality requirements, summary frequency distributions for each PACE data element across industries will be provided to OMB. Prior to fielding the PACE survey, Census Bureau must submit to OMB final copies of all data collection materials including the cover letter, instructions, and questionnaire.

Abstract: This survey collects data on manufacturing, mining and electrical utility establishments' costs and expenditures for pollution prevention and treatment. The data are used by the Environmental Protection Agency to monitor the impact of environmental programs and to estimate cost projections for its regulatory impact analysis for proposed pollution regulations. The data will enable EPA to report to Congress on the cost of a clean environment.
