Abstract: To evaluate of the effectiveness of HUD's Housing Opportunities for Persons with AIDS (HOPWA) program, information will be collected from government agnecies receiving funds directly from HUD (acting as grantees), local government and non-profits receiving funds from the grantees (acting as project sponsors) and low-income persons with HIV/AIDS who are assisted by the HOPWA program (acting as clients).
