Abstract: The primary aim of this research is to assess the communication outcomes of a NIOSH Alert. The secondar aim will be to identify the characteristics (behavioral, normative, and control beliefs; and demographics) of receivers who fail to meet minimum standards of communication effect. We propose to draw a random sample for the population of United States fire chiefs, then survey them through telephone contact. The survey will employ communication effect questions (receiver awareness, comprehension, acceptance, and use) used in the formative research phase.
