Abstract: A license limitation program is proposed for the Scallop Fisheries off Alaska. In order to participate owners of vessels must obtain a permit and have a history of participation in the fishery. Permit applications must be submitted in NOAA for it to determine whether a permit should be issued. License holders would also have to submit an application if they proposed to transfer the license to someone else.
