Terms of Clearance: Approved consistent with and amended by ED's memo and revisions of 8/5/99. In addition, ED agrees to the following terms of clearance: (1) Following the selection of sites, ED will conduct an analysis of the sites to ensure that the sites selected have appropriate variation on characteristics related to site effectiveness (e.g., teacher experience and training, level of funding, and any other potential indice for success or effectiveness that is available). If ED finds that the sites chosen do not have a sufficient level of variance with respect to these characteristics, ED will submit the sites to OMB and present a strategy for rectifying the sample. (2) Prior to implementation of this study, ED will submit for OMB review and approval the protocols to be used by interviewers to collect uniform information on socio- economic variables of students as well as teacher variables identified in the 8/5 memo. (3) ED will restructure the remuneration process for teachers so that half of the current proposed remuneration is earmarked for school supplies and classroom activities. (4) Burden totals were adjusted consistent with ED's response 10 on the 8/5 memo.

Abstract: This study will examine the outcomes of instruction to adult ESL literacy students by comparing instructional activities that focus on literacy development with activities that focus on English acquisition. Instructional activities will be coded through a structured classroom observation guide and through information provided by teachers. Adult ESL literacy students will be assessed at intake, after three months of instruction and nine months after enrollment using standardized tests of speaking, reading & writing & through a structured interview of literacy practices.
