Terms of Clearance: Approved as amended by and consistent with ED's memo to OMB of 4/7/99 and memos of 4/15/99. In addition the following terms apply: 1) OMB notes its concern with ED's lack of progress on the single-identifier initiative. All future approval requests, to the maximum extent practicable, should use a single-identifier for institutions of higher education -- the D-U-N-S number. In the event that an approval request uses another numeric identifier (e.g., the OPE-ID), ED will provide both an explanation for why the single identifier (DUNS) could not be used, and a strategy and timeline for implementing the single identifier. 2) Consistent with the 4/15 memo, ED will reprogram the web-based application so that respondents can log out of the program without permanently losing any repsonses previoulsy provided.

Abstract: ED is actively participating on the President's Council on Year 2000 Conversion, and this Year 2000 Assessment Survey is a Department, as well as, a Council initiative. ED is taking a proactive approach in requesting postsecondary institutions report on their Year 2000 readiness. ED needs to survey the progress of domestic (50 States, Guam, Puerto Rico, U.S. Virgin Islands, 5 U.S. outlying areas, and the District of Columbia) postsecondary educational institutions and foreign postsecondary educational institutions attended by our students receiving Federal financial aid.
