Abstract: Persons owning or operating a vessel that fishes for Atlantic highly migratory species with a pelagic longline would be required to have an operating vessel monitoring system (VMS) on board for each trip. VMS units periodically and automatically report on the vessels location. Only NMFS-approved VMS units may be used.
